MOSCOW, August 28 — RIA Novosti. President Vladimir Putin signed decree on social benefits for citizens forced to leave the Donetsk and Luhansk People’s Republics in Ukraine, as well as for stateless persons arriving in Russia.
The document concerns people who entered the country after February 18, but were not recognized as refugees. Payments are scheduled from July 1.
