Rostov-on-Don, April 6 — RIA Novosti. The state of emergency introduced in the Rostov region due to refugees from the Donbass is justified and necessary, governor Vasily Golubev told journalists.
A state of emergency was introduced in all municipalities Rostov region because of refugees from Donbass from February 19.
